The Ministry of Commerce, the General Administration of Customs, the State Administration of Science, Technology and Industry for National Defense, and the Equipment Development Department of the Central Military Commission issued an announcement on the implementation of export controls on some drones.


The announcement pointed out that according to the relevant provisions of the "Export Control Law of the People's Republic of China", "Foreign Trade Law of the People's Republic of China" and "Customs Law of the People's Republic of China", in order to safeguard national security and interests, with the approval of the State Council and the Central Military Commission, it was decided to implement temporary export controls on specific unmanned aerial vehicles.

China and New Zealand upgrade electronic networking of origin

 

Starting from July 5, 2023, the upgraded function of the "China-New Zealand Electronic Information Exchange System for Origin" will be put into operation, fully realizing the electronic data transmission of certificates of origin and declarations of origin (hereinafter collectively referred to as "certificates of origin") issued by New Zealand under the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-New Zealand Free Trade Agreement (hereinafter referred to as the "China-New Zealand Free Trade Agreement").

 

Prior to this, the exchange of information on preferential trade origin between China and New Zealand only achieved the networking of certificates of origin.

 

After this announcement, support is added: electronic networking of "Declaration of Origin" for China-New Zealand preferential trade; networking of certificates of origin and declarations of origin between China and New Zealand under the RCEP agreement.

 

After the certificate of origin information is connected to the network, customs declaration personnel no longer need to pre-enter the information into the China Electronic Port Preferential Trade Agreement Origin Elements Declaration System.

Zhejiang Pilot Free Trade Zone Enhancement Action Plan Released

 

Recently, in order to promote the upgrading and development of the free trade pilot zone and create a new high ground for high-level opening up on the new journey, the General Office of the People's Government of Zhejiang Province issued the "Action Plan for Improving the China (Zhejiang) Free Trade Pilot Zone (2023-2027)" (hereinafter referred to as the "Action Plan").

It is understood that the Action Plan consists of three parts, including overall requirements, main tasks and safeguard measures. The Action Plan implements the "No. 1 Open Project" to upgrade the "sweet potato economy", comprehensively implements the free trade pilot zone upgrading strategy, takes digital reform as the driving force, focuses on institutional opening, deeply participates in global industrial division of labor and cooperation, and accelerates the creation of a high-level open province.

The State Administration for Market Regulation recently issued an announcement to implement CCC certification management for lithium-ion batteries, battery packs, and mobile power supplies from August 1, 2023. From August 1, 2024, products that do not obtain CCC certification certificates and are marked with certification marks shall not be shipped, sold, imported, or used in other business activities.

China resumes 15-day visa-free entry policy for citizens of Singapore and Brunei

 

Starting from 0:00 on July 26, China will resume the 15-day visa-free entry policy for citizens of Singapore and Brunei who come to China for business, tourism, visiting relatives and friends, or transit with ordinary passports. For citizens of Singapore and Brunei who have been issued visas to China, their visas will continue to be valid. Visa applications that have been accepted will be reviewed and issued as usual.

 

 

The exhibition area of the autumn trade fair has major adjustments

 

In order to promote the innovative development of the Canton Fair and better help foreign trade to stabilize its scale and optimize its structure, after extensive consultation with all parties, the Canton Fair will optimize and adjust the exhibition areas at each exhibition period starting from the 134th session. The relevant matters are hereby notified as follows:

 

1. Move the construction and decoration materials exhibition area and bathroom equipment exhibition area from the first phase to the second phase;

 

2. The toy exhibition area, maternity and baby products exhibition area, pet products exhibition area, personal care products exhibition area, and bathroom products exhibition area will be moved from the second phase to the third phase;

 

3. Split the engineering and agricultural machinery exhibition area into the engineering machinery exhibition area and the agricultural machinery exhibition area;

 

4. The first phase of the chemical products exhibition area was renamed the new materials and chemical products exhibition area, and the new energy and intelligent connected vehicle exhibition area was renamed the new energy vehicle and smart travel exhibition area.

New EU battery regulations come into effect

 

With the approval of the European Council, the new EU battery law came into effect on July 4.

According to the regulation, starting from the relevant time point, new electric vehicle (EV) batteries, LMT batteries and industrial batteries with a capacity greater than 2 kWh must have a carbon footprint declaration and label, as well as a digital battery passport to enter the EU market, and relevant requirements are made for the recycling ratio of important raw materials of the battery.
This regulation is seen by the industry as a "green trade barrier" for new batteries to enter the EU market in the future.

Chinese battery companies and other battery manufacturers will face stricter requirements and restrictions if they want to sell batteries in the European market.

 

 

EU releases latest revised regulations on food contact plastics

 

On July 12, 2023, the European Union issued the 16th amendment (EU) 2023/1442 to food contact plastics EU10/2011. In addition to routine additions and deletions to the joint list (positive list) of authorized monomers, other starting substances, macromolecules obtained by microbial fermentation, additives and polymer production aids, the amendment also strengthened the control of phthalates, including lowering the limit value of phthalates, adding group restrictions, etc. The amendment will officially take effect on August 1, 2023, 20 days after its release.

Plastic materials and articles that comply with Regulation (Eu) 10/2011 before the entry into force of this Regulation may continue to be placed on the market until 1 February 2025, until stocks are exhausted.

 

 

EU makes preliminary anti-dumping ruling on Chinese bulb flat steel

 

On July 12, 2023, the European Commission issued an announcement, making a positive preliminary anti-dumping ruling on Steel Bulb Flats originating from China and Turkey. The preliminary provisional anti-dumping duty for Chinese companies is 14.7%.

The products involved in the case are non-alloy bulb flat steels with a width not exceeding 204 mm, and are products under the EU CN (Combined Nomenclature) code ex72165091 (TARIC code is 7216509110).
The dumping investigation period for this case is from October 1, 2021 to September 30, 2022, and the injury investigation period is from January 1, 2019 to the end of the dumping investigation period.
The announcement will take effect from the day after its publication and will be valid for 6 months.

 

The UK publishes guidance on relevant import standards and regulations

 

On June 19, the UK Foreign Office and the Department for Business and Trade published Guidance on Import Standards and Regulations, providing a brief description of the standards and import regulations related to exporting to the UK and selling in the UK market.

UK issues revised UK REACH regulations

 

The UK officially released the revised UK REACH 2023 No.722 regulation, announcing that the transitional provisions for UK REACH registration will be extended for three years on the existing basis. The regulation will officially come into effect on July 19, 2023.

UK REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) regulations are one of the main pieces of legislation regulating chemicals in the UK. The regulations stipulate that the production, manufacture, sale, import and distribution of chemicals in the UK must comply with UK REACH regulations, but Northern Ireland continues to apply the EU REACH regulations.

 

UK-REACH stipulates that chemical substances manufactured in the UK or imported into the UK must be registered with the HSE (Health and Safety Executive), and the registration content includes the hazards, uses and exposure information of the substance.

 

Registration information is used by the HSE for regulatory purposes and can also be used by registrants to determine appropriate risk management measures for themselves and downstream users in the supply chain.

Germany WEEE mandatory

 

According to the latest provisions of the German Electrical and Electronic Equipment Act (ElektroG), the legislative proposal stipulates that the German WEEE transition period will be extended to June 2023. That is, from July 1, 2023, EEE products entering the German market will be formally and comprehensively controlled.

If a merchant selling to Germany fails to complete the registration of EEE products before July 1, 2023, the German regulator will permanently ban the merchant from placing its EEE products on the German market.

 

At the same time, downstream distributors will not be allowed to continue selling the merchant's electrical and electronic equipment products, e-commerce platforms will not be allowed to continue allowing the merchant to list or sell corresponding EEE products, and cross-border supply chain service providers (logistics, warehousing, etc.) will not be allowed to provide various services for the merchant's EEE products.

 

 

Brazil announces new import tax rules for cross-border online shopping

 

According to the new import tax regulations for cross-border online shopping announced by the Brazilian Ministry of Finance, starting from August 1, orders placed on cross-border e-commerce platforms that have joined the Brazilian government's Remessa Conforme program and with a value not exceeding US$50 will be exempt from import tax. Otherwise, a 60% import tax will be levied.

 

Since the beginning of this year, the Pakistani Ministry of Finance has repeatedly stated that it will cancel the tax-free policy for cross-border online purchases of US$50 or less. However, under pressure from all parties, the ministry decided to strengthen supervision of major platforms while maintaining the existing tax-free rules.

 

 

Argentina releases imported food registration guide

 

Argentina's National Food, Drug and Medical Technology Administration has issued registration guidelines for imported foods, which must be authorized by the National Food Institute (INAL) and registered through the Federal Food Control Information System (SIFeGA).

From July 1, 2023, if you need to apply for modification or re-registration of imported product certificates issued by ASSAL, you must go through the relevant procedures with the national competent authorities.

 

In this regard, the relevant departments will verify the background and records of issuance, and conduct an assessment and issue authorization.

South Sudan imposes mandatory testing on imported cars

 

South Sudan’s National Bureau of Standards and Japanese private company East Africa Automotive (EAA) have reached an agreement to provide for mandatory pre-entry testing of all imported motor vehicles and parts.

 

The five-year contract includes providing testing services to verify that all imported automobiles and spare parts meet product standards before shipment and eliminate substandard products.

 

The agreement stipulates that any imported car without an EAA certificate and label will not be allowed to enter South Sudan. According to the regulations, each imported car will be charged an inspection fee of up to US$150.

 

 

South Sudan requires imported goods to have a certificate of conformity

 

The Minister of Trade and Industry of South Sudan has issued an order requiring the mandatory issuance of pre-import standard certificates for all goods entering South Sudan. All importers, traders and exporters must produce a certificate of conformity (COC) and import and export licenses before the goods arrive at the border post for customs clearance, otherwise they will face a fine equivalent to 40% of the value of the goods.

This mandatory certificate of conformity was implemented at all border points on June 21, 2023.
