The latest news is that the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council issued the "Notice on Further Optimizing the Prevention and Control Measures of the New Coronavirus Pneumonia Epidemic and Scientifically and Accurately Carrying out Prevention and Control Work". The notice pointed out that the Party Central Committee has made important arrangements and put forward clear requirements for the 20 measures to further optimize the prevention and control work. All localities and departments must implement all optimization measures without fail.

 

The following are 20 measures to further optimize prevention and control work:

 

(I) For close contacts, the management measures of "7 days of centralized isolation + 3 days of home health monitoring" will be implementedAdjusted to "5 days of centralized isolation + 3 days of home isolation"During the period, they will be coded and not allowed to go out. A nucleic acid test will be conducted on the 1st, 2nd, 3rd and 5th day of centralized medical observation, and a nucleic acid test will be conducted on the 1st and 3rd day of home medical observation.

If no new infections are found in a high-risk area for 5 consecutive days, it will be downgraded to a low-risk area. High-risk areas that meet the conditions for unblocking should be unblocked in a timely manner.

 

(V) Employees in high-risk positions who have completed closed-loop operations will be quarantined for 7 days in a centralized facility or at home for 7 daysAdjusted to "5-day home health monitoring", during which code management, conduct a nucleic acid test once on the 1st, 3rd and 5th day respectively. Do not go out unless necessary. If you really need to go out, do not go to crowded public places or take public transportation.

 

(six)Areas where no epidemic has occurred shall strictly carry out nucleic acid testing on risk posts and key personnel within the scope specified in the ninth edition of the prevention and control plan, and the scope of nucleic acid testing shall not be expanded.Generally, nucleic acid testing for all people is not carried out according to administrative regions. It is only carried out when the source of infection and the transmission chain are unclear, the community transmission time is long, and the epidemic situation is unclear. Formulate specific implementation measures to standardize nucleic acid testing, reiterate and refine relevant requirements, and correct unscientific practices such as "two tests a day" and "three tests a day".

 

(seven)Cancel the fuse mechanism for inbound flightsThe requirement of two negative nucleic acid test certificates within 48 hours before boarding will be adjusted to one negative nucleic acid test certificate within 48 hours before boarding.

 

(VIII) For important inbound business personnel, sports groups, etc.“Point-to-point” transfer to the quarantine-free closed-loop management area (“closed-loop bubble”) to carry out business, training, competition and other activities. During this period, the code management is assigned and the person cannot leave the management areaChinese personnel must complete booster vaccinations against the novel coronavirus before entering the management area, and after completing their work, they will be subject to corresponding isolation management or health monitoring measures based on the level of risk.

(11) Strengthen the construction of medical resources.Formulate hierarchical and classified diagnosis and treatment plans, admission standards for infected people with different clinical severity, and plans for handling epidemics and medical staff infections in various medical institutions, and provide full training for medical staff. Prepare inpatient beds and critical care beds, and increase treatment resources.

 

(12) Promote the vaccination of new coronavirus vaccines in an orderly manner.Formulate a plan to accelerate vaccination, speed up the coverage of booster vaccination, especially for the elderly. Accelerate the development of monovalent or multivalent vaccines with broad-spectrum protection, and promote approval in accordance with laws and regulations.

 

(13) Accelerate the stockpiling of drugs related to the treatment of COVID-19.Make good supply reserves to meet the medication needs of patients, especially those at high risk of severe illness and the elderly. Emphasize the unique advantages of traditional Chinese medicine and make good reserves of effective traditional Chinese medicine prescriptions. Strengthen the reserves of emergency medicines and medical equipment.

 

(14) Strengthen the protection of key institutions and key groups.Find out the number of elderly people, patients with underlying diseases, pregnant women, hemodialysis patients and other groups, and formulate health and safety protection plans. Optimize the management of places where vulnerable groups gather, such as nursing homes, psychiatric hospitals, and welfare homes.

 

(15) Implement the “four early” requirements to reduce the scale of the epidemic and the time required to deal with it.All localities should further improve the multi-channel monitoring, early warning and multi-point triggering mechanisms for the epidemic, carry out "on-the-spot inspections" for cross-provincial migrant personnel, report infected persons in a timely manner in accordance with the law, conduct epidemiological investigation and control of risk personnel as soon as possible, strictly implement early detection, early reporting, early isolation and early treatment to avoid expanding the battle line and extending the time. We must never wait and see or act on our own.

 

(16) Increase efforts to rectify problems of “one-size-fits-all” and layered problems.Local Party committees and governments should fulfill their territorial responsibilities and strictly implement the unified national prevention and control policies. They should strictly prohibit any arbitrary closure of schools and classes, suspension of work and production, unauthorized blocking of traffic, arbitrary "silent" management, arbitrary blockade, long-term non-unblocking, arbitrary suspension of medical services, and other types of behaviors that increase the severity of the situation. They should increase the intensity of notification and public exposure, and strictly hold those who cause serious consequences accountable in accordance with the law. They should give full play to the role of the special working groups at all levels to rectify the problems of increasing the severity of the situation, efficiently collect and transfer reporting clues, and urge local governments to make timely rectifications. The competent departments of various industries, such as the National Health Commission, the Disease Control Bureau, the Ministry of Education, and the Ministry of Transport, should strengthen supervision and guidance of the industry system, increase the exposure of typical cases, and effectively play a deterrent role.

 

(17) Strengthen service guarantees for people under quarantine and isolation.All localities should set up special working groups to ensure the supply of daily necessities, formulate and improve plans for the market supply of daily necessities, distribution in closed communities, regional joint guarantee and supply, and make good preparations for the storage of important livelihood commodities. Comprehensively survey the basic information of the permanent population in the community, grasp the key personnel such as empty-nest elderly people living alone, children in difficult situations, pregnant women, and patients with basic diseases, and establish a list of key personnel and a list of needs during the epidemic. Optimize terminal distribution in closed areas, clarify the special forces for the supply of daily necessities, set up fixed receiving points in the community, and open up the "last meter" of distribution. Guide the community to establish a direct hotline with medical institutions, pharmacies, etc., equip the community with special vehicles, do a good job in service connection, strictly implement the first-visit responsibility system and the emergency and critical rescue system, and shall not shirk or refuse to see a doctor for any reason, and ensure the treatment, medication and other needs of residents. (18) Optimize campus epidemic prevention and control measures.Improve the school-local coordination mechanism, strengthen the emergency response guarantee of campus epidemics through joint prevention and control, give priority to the arrangements for campus transfer isolation, nucleic acid testing, flow survey and tracing, environmental disinfection, and daily necessities guarantee, enhance the school's emergency response capacity, and support schools to deal with the epidemic quickly. All localities and schools must strictly implement the prevention and control measures of the state and education departments, resolutely implement the requirements of scientific and precise prevention and control, and must not increase the control. The Ministry of Education and provincial and municipal education departments will take the lead in setting up a special working group to investigate and urge rectification of outstanding problems such as arbitrary campus closures, long closures, long periods of non-offline teaching, inadequate living guarantees, and inconsistent control requirements for teachers, students and staff families, and rectify the problems of ineffective prevention and control and excessive epidemic prevention. Education departments at all levels will set up complaint platforms and hotlines to accept, transfer and respond in a timely manner, establish a "handle complaints immediately" mechanism, improve the rapid response and feedback mechanism for problem resolution, and promptly promote the resolution of urgent problems of teachers and students.

 

19. Implement prevention and control measures in enterprises and industrial parks.The joint prevention and control mechanism of various places should set up special teams to find out the number of enterprises and industrial parks in the jurisdiction, including private enterprises, and formulate epidemic prevention and control disposal plans based on "one enterprise, one policy" and "one park, one policy". Implement the main responsibility of enterprises and industrial parks for epidemic prevention and control, establish a full-staff responsibility system for epidemic prevention and control from the management level of enterprises and parks to workshop teams and front-line workers, and refine the epidemic prevention and control ledgers for all links and processes. Strictly check the risks of returning employees involved in the epidemic, and they can only return to work after confirming their health. Strengthen the life, epidemic prevention and rotation of employees in key positions and key processes, improve the management methods of third-party outsourced personnel, and strictly manage the entry and exit of social personnel. During the epidemic, we must make every effort to ensure the smooth flow of logistics, and we must not arbitrarily require key enterprises that are related to the overall industrial chain and the supply of people's livelihood to suspend work and production, and implement the "white list" system.

 

(20) Classify and evacuate stranded personnel in an orderly manner.In places where the epidemic occurs, risk areas should be accurately demarcated in a timely manner. For non-local personnel who are not in high-risk areas, they should be allowed to leave after risk assessment to avoid being stranded, and they should take good protection on the way back. In places where a large number of people are stranded, a special relief plan should be formulated, and the departure and destination places should strengthen information communication and cooperation, and make prudent arrangements on the premise of effectively preventing the spillover of the epidemic. Transportation, civil aviation, national railways and other units should actively provide transportation capacity guarantees. The destination should enhance the awareness of the overall situation, and must not refuse to accept the return of stranded personnel, and implement the prevention and control measures for returning personnel in accordance with the requirements, so as to avoid the spillover of the epidemic and not increase the control.
