The adjustment of my country's entry quarantine policy has finally been implemented. It is neither "2+3" nor "0+3", but the direct cancellation of nucleic acid testing and centralized quarantine for all people after entry.

On the evening of December 26, the National Health Commission issued an announcement: the new coronavirus pneumonia was renamed as new coronavirus infection. With the approval of the State Council, from January 8, 2023, the prevention and control measures for Class A infectious diseases stipulated in the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" for new coronavirus infection will be lifted; new coronavirus infection will no longer be included in the quarantine infectious disease management stipulated in the "Law of the People's Republic of China on Frontier Health and Quarantine".

 

At the same time, the Joint Prevention and Control Mechanism of the State Council issued the "Overall Plan for the Implementation of Class B Management for Novel Coronavirus Infections", which optimized the management of personnel exchanges between China and foreign countries. From January 8, 2023, in accordance with the Frontier Health and Quarantine Law, quarantine infectious disease management measures will no longer be taken for inbound personnel and goods.

 

On December 27, the Foreign Affairs Group of the State Council's Joint Prevention and Control Mechanism for the Novel Coronavirus Infection Epidemic issued the "Notice on Interim Measures for the Exchange of Personnel between China and Foreign Countries", which will take effect on January 8, 2023.

1. People coming to China should undergo nucleic acid testing 48 hours before departure. Those with negative results can come to China without applying for a health code from our embassies and consulates abroad. The results should be filled in the customs health declaration card. If the test result is positive, the relevant personnel should come to China after it turns negative.

 

2. Cancel nucleic acid testing and centralized quarantine for all people after entry. Those with normal health declarations and no abnormalities in routine quarantine at customs ports can be allowed to enter the society. Those with abnormal health declarations or symptoms such as fever will be tested for antigens by customs. Those with positive results, if they are asymptomatic infections or mild cases without serious underlying diseases, can be isolated at home or in residence or take care of themselves. In other cases, it is recommended to go to medical institutions for diagnosis and treatment as soon as possible.

 

3. Cancel the "five-one" and occupancy rate restrictions and other international passenger flight quantity control measures. All airlines continue to do a good job in onboard epidemic prevention, and passengers must wear masks when flying.

 

4. Further optimize the arrangements for foreign nationals coming to China for resumption of work and production, business, study abroad, visiting relatives, and reunion, and provide corresponding visa conveniences.

 

5. Optimize supporting management measures to ensure that cargo transportation at all types of ports returns to pre-epidemic levels as soon as possible. Adjust the "passenger-cargo suspension" policy at land ports, and gradually resume passenger entry and exit at land ports (including border residents) based on comprehensive assessments. Gradually resume passenger entry and exit at water ports. For international cruise ships, first conduct a pilot program and then gradually relax it. Provide more convenience for Chinese and foreign crew members to change shifts in China.

 

6. Based on the international epidemic situation and the service guarantee capabilities of all aspects, outbound tourism for Chinese citizens will be resumed in an orderly manner.

The impact of the new policy on travel consumption quickly emerged: Ctrip data showed that within half an hour of the release, searches for popular overseas destinations on the Ctrip platform increased 10 times year-on-year, and searches for outbound air tickets (including Hong Kong, Macau and Taiwan) and overseas hotels reached a three-year peak.

It is worth noting that there are still certain restrictions on the "supply side" of visas in the short term. A person related to Ctrip Visa said that the current passport application or renewal is still primarily for business, study abroad, and visiting relatives; the vast majority of overseas countries have opened visa processing, but due to the domestic epidemic, many consulates have insufficient staff, resulting in delays in visa processing.

 

Xiang Min, head of the air ticket business at Fliggy, said that with the optimization and adjustment of entry and exit epidemic policies, everyone's expectations for entry and exit travel will quickly turn into actions, and international flight bookings will quickly increase, especially inbound flights. At the same time, it is believed that the supply side will also respond and adjust quickly, and airlines will increase their efforts to resume popular routes and add new routes to emerging destinations after the epidemic until both supply and demand return to a balanced state.

 

Recently, various policy adjustments have been introduced intensively, making people dizzy. So, after the policy adjustment, does it mean that my country will completely return to the state before the epidemic?
